Navy Financial Management Case Study
Background
In 2012, the National Defense Authorization Act, or NDAA, allowed for the Department of Defense (DoD) Financial Management (FM) Certification Program, designed to provide a standard body of knowledge across the DoD FM community. This impacted several departments at the Navy, responsible for ensuring that their Financial Management staff of nearly 10,000 achieve the DoD FM Certification as a condition of employment. As such, the Navy needed a training resource in order to get their appropriate staff trained and ready for certification – while making sure that the training addressed the complexity that the DoD FM certifications required.
Challenges
Management Concepts helped the Navy elevate their financial management training initiative through an expert solution designed to provide educational opportunities to the 05XX Series community across the globe.
Our Solution
In 2014, we began to deliver commercial-off-the-shelf courses in financial management. Although the Navy was focused on DoD FM Certification, we demonstrated the need for a comprehensive course selection that both addressed immediate certification needs as well as the professional and business acumen talents professionals need long after certification has been achieved.
In 2019, the Navy awarded Management Concepts a 5-year, $35,000,000 blanket purchase agreement (BPA) to purchase training and program support services. In addition to providing training in Financial Management, the BPA has also been utilized to purchase updates to Navy owned courseware, development of web-based, self-paced courses, a full-time onsite Training Manager, and several pieces of technology including a public facing website and custom learning portal that have transformed the way Navy communicates with and manages training opportunities for its 10,000 member FM workforce.
Results
By moving beyond what’s expected to provide a more complete suite of training options to the Navy, we’ve helped them by:
- Preparing staff to meet FM certification requirements
- Creating a custom learning portal where students can find and self-enroll in training as well as access their classes, course materials and certificates
- Making the transition to an exclusively virtual class delivery medium
- By partnering with Management Concepts, the Navy has been able to train up their financial management specialists to achieve certification and to provide even greater service to the agency through additional training opportunities available to them
