From February 16-17, 2023, Management Concepts staff had the pleasure of returning to San Antonio, TX to support the American Society of Military Comptrollers (ASMC) Alamo City Chapter Professional Development Symposium (PDS) as a Diamond Sponsor, presenting a session as well as greeting ASMC members at our booth in the exhibit hall. Several hundred attendees gathered at the education center at Fort Sam Houston to attend sessions and earn continuing education credit, explore the exhibit hall, and network with other defense financial management professionals.

On February 16, Tom Devine, product management director for financial management at Management Concepts, presented the session “Antideficiency Act (ADA): Going Inside the Numbers.” During the session, Devine gave an overview of the 12 types of ADA violations and examined which are automatic and which ones may be correctable. He further broke these ideas down into the four “A”s, four “May”s, and four “Don’ts”. The “A”s include Appropriation, Apportionment, Allocation, and Allotment. The May’s are Allowance, Augmentation, Purpose, and Time, and the four Don’ts are Indemnification, Obligate in advance, Parking of funds, and Voluntary Services.

Throughout the workshop, Devine used real-life examples, going inside the numbers to emphasize legal requirements and how effective funds control can provide the best protection against violations of the ADA. Participants earned CPEs, and left with a handy reference list of the various regulations. Management Concepts offers several in-depth courses online and in person, including The Antideficiency Act and Appropriations Law Seminar.

Several hundred visitors stopped by the Management Concepts booth to talk to pick up information on new and featured courses in financial management, and learn more about Management Concepts’ expanded partnership with ASMC, being the exclusive provider of the Enhanced Defense Financial Management Training Course (EDFMTC). Those interested in working as a subject matter expert or instructor for Management Concepts also had the opportunity to learn more and take at-a-glance information with them.
