Get Ready for the GSA Multiple Award Schedule Contract Consolidation
Written by: Natalie Komitsky
One of the cornerstone initiatives of the General Services Administration (GSA) Federal Marketplace Strategy is a plan to modernize and simplify the buying and selling experience for customers, suppliers, and acquisition professionals. This initiative, known as Multiple Award Schedules (MAS) Consolidation, seeks to modernize Federal acquisition by consolidating 24 Multiple Award Schedules into a single Schedule for products and services.
Phased Rollout
The Multiple Award Schedules consolidation is being carried out in three phases. Next month, the second phase will come into effect. Now is the time to get a better understanding of how these changes will impact your work.
- Phase 1 – On October 1, 2019, GSA launched the streamlined 99–Multiple Award Schedule and began accepting new offers.
- Phase 2 – January 2020, existing schedule contracts will be subject to Massive Modification (Mass Mod) to align with the new Schedule.
- Phase 3 – During FY 2020, the consolidation of multiple Schedule vehicles to one Multiple Award Schedule (MAS) will make it easier for agencies to find the appropriate group of industry partners to meet their missions.
Government-Wide Category Structure
The new Schedule is organized by large categories, subcategories, and SINs, structured similarly to the current Government-Wide Category Structure. Under Mass Mod, contracts will fall under 12 major categories, each of which has 5-11 subcategories and 6-41 Special Item Numbers (SINs). The major categories are:
- Facilities
- Furniture & Furnishings
- Human Capital
- Industrial Products & Services
- Information Technology
- Miscellaneous
- Office Management
- Professional Services
- Scientific Management & Solutions
- Security & Protection
- Transportation & Logistic Services
- Travel
