GSA HCaTS Overview

HCaTS is a Best in Class 10 year multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle administered by the General Administration Service. 

HCaTS provides flexible and innovative solutions for customized human capital, training and organizational performance improvement services and gives federal agencies access to pre-qualified awardees of three separate contracts: HCaTS Unrestricted, HCaTS Small Business, and HCaTS 8(a)

HCaTS Scope

All Federal agencies can use HCaTS to procure contract support in three key service areas:

HCaTS has two separate MA-IDIQ contracts that span eight NAICS codes and are grouped into two pools:

Contract Information

  • Period of Performance: 9/26/2016 – 9/25/2021 with one five-year option from 9/26/21 – 9/25/26 and one six month option from 9/26/26 – 3/25/27
  • Geographic Coverage: Worldwide
  • Labor Categories: 84 standardized labor categories
  • Government/Contractor Site Rates: Only used for T&M/LH sole-source and exception to fair opportunity task orders. Otherwise no rate card.
  • Agency Fee: 0.75% Contract Access Fee (CAF) to be applied to the total price for contractor performance as billed to the government
  • Prompt Payment Terms: None
